According to this approach, government is merely an appendage to the capitalist class for whom it is essential to the process of accumulation. Again, the implications of the elitist approach are rather obvious. If agenda formulation is crucial to the process of policymaking, then the ability of elites to keep certain issues off the agenda is crucial to their power.

It is a by-product of the production process, but its social costs are excluded from the selling price of the products made by that process. Thus, social costs and production costs diverge, and government may have to impose regulations to prevent the private firm from imposing the costs of pollution- such as damage to health, property, and amenities-on the public. Alternatively, the government may develop some means of pricing the effects of the pollution and then imposing those costs on the polluter.

He also discusses the role of crises in having issues placed on the agenda, as well as the difficulties in having new, or "chosen;' problems selected for inclusion.
