In so doing, however, it brought the politics of crime control to the fore, both between social control agencies themselves, and at the broader macrolevel (the care versus control debate). Finally, having begun its assault on the edifice of the criminal justice system, it found it difficult to resist the attention of more structurally informed critical analyses, which sought to finish the job by locating the particularistic social and historical origins of the morality which framed the system’s purpose.

The possibility that institutionalized offenders were not representative of all offenders, or that the experience of institutionalization affected those the scientists observed, was not generally recognized. Although there were a number of pseudo-sciences applied to the study of crime, like physiognomy and phrenology, which sought to deduce psychological characteristics from physical constitution, positivist criminology itself took off in Italy with the publication of Cesare Lombroso’s L’Uomo Delinquente in 1876.

Hirschi’s contribution was to identify, via an extensive self-report survey, a typology of four social bonds which kept Homo penalis on the straight and narrow, namely attachment, commitment, involvement and belief. When these are strong, people had a strong stake in conformity, but when they are weak, the chances of criminality are increased. The crime preventive implications of this position depend very much upon how this is interpreted. Since control theory is a theory of why criminality does not occur, it does not necessarily follow that the absence or weakness of social bonds directly leads to crime.
