Higher Education Systems and Rules in Use While our study focused on state rules in use, we also looked at such institutional action arenas as planning, personnel administration, program review, enrollment management, information, budgeting and fiscal procedures, and facilities and technology management. In each of these areas, we found important differences in the rules that shaped the behaviors of professionals who influence performance. Institutions in New Mexico are highly autonomous. State rules in use emphasize the importance of access over all other values.

The rules also identify the various types of state financial assistance made available to students. 4 summarizes the major subthemes listed under the category of access and achievement. New Jersey and New York have the largest number of rules designed to promote access and achievement. In South Dakota, students who attend public higher education are less likely to be from disadvantaged backgrounds, and the state accepts little responsibility for its relatively large Native American population, who mostly attend tribal colleges supported by the federal government.
