A 1991 NOP survey revealed that 12 and 15 per cent of Asians and blacks, respectively, disagreed with the suggestion that immigration had enriched the quality of life in Britain; furthermore, 5 and 7 per cent of each respective group felt that British laws against racial discrimination were in fact too tough (Kellner and Cohen 1991). A 1997 MORI survey reinforced the idea that many Asians held fairly illiberal views on immigration (MORI 1997).

We shall pause to consider whether the parties and non-white voters are well served or handicapped by this central assumption, and whether electoral politics conducted in these terms is capable of delivering beneficial change for ethnic minorities. We shall also consider how this assumption is influenced by underlying views of ethnic minority electoral motivation. The background to this assumption can be traced back more than twenty years and in particular to the conscious decision by the Labour and Conservative parties to pay more attention to wooing the non-white electorate.

In very simple terms, what we are interested in is the likelihood of overlap between black and white political agendas, allowing additionally for differences of emphasis across ethnic boundaries. 2 below).
