The title page stated that the Observations had been written by Graunt. However, scholars are divided over whether he actually wrote this work. Friends and contemporaries of Petty, such as Aubrey, indicated that it was Petty rather than Graunt who had been the author. In 1927 Petty’s descendant the marquess of Lansdowne furthered that view by his examination of some of Petty’s unpublished manuscripts. However, Petty’s bibliographer Geoffrey Keynes was not prepared to accept that Petty was the sole author of the Observations (Keynes 1971).

As shown earlier, he was close to his money. England was at war with Holland, wars need financing, and Petty feared that landowners would be taxed further to pay for it. He estimated that the landowners were already paying one-tenth of their estates (presumably revenue) in taxes but that by Christmas 1665 they would be paying one-third. The objective of the work was to show the government that the tax base was far wider than had hitherto been conceived and that landowners such as himself constituted only a part of the potential tax base.
