Among them was the desirability that such support be provided within the regular school system. The integration of such individuals is seen as an equity issue which few educationalists would dispute. However, the debate is somewhat obscured by a tendency for protagonists to adopt polemical rather than empirical stances. There can be no doubt, however, as to the almost universal advocacy for the inclusion of children with special needs within the mainstream of educational provision. One of the most significant statements on this theme is the Salamanca Statement (UNESCO 1994).

The legislation should reflect a more dynamic view of ‘special needs’ and the support systems required to circumvent handicap. At the time of writing, the Scottish Parliament has been established with fully devolved powers except for foreign, defence and macro-economic policies.
